Another morning in a filled courtyard. You’ll be glad when all of the refugees have homes in the valley so they can quit sleeping in the keep. Tian Serpenthelm approaches.

“Greeting lords,” she says with a smile and a bow. I heard that Evan Barksdale is going to build a temple in the valley. That is great news for the people of Temel, surely they need all the guidance in these troubled times.”

“As you may know, I originally left Silverymoon with colleges of mine from the Magicians Alliance to establish a learning center of arcane magic. Unfortunately the Ripped Guts orcs had other ideas. I would still like to keep that dream alive and was wondering if I might be permitted to establish a learning center here in the valley? What say you?”

"Hmmm, I would think that is fine, I believe the pursuit of knowledge is very noble." Aside to my companions- "I do believe that there will be fees and the what not applied to all these permits? What do you think? Also should we draft some sort of charter, constitution that would help us regulate our denizens?"

"Tian please begin building, know however that there will be some fees for permit building and the what not, both for you, Evan and any other persons wishing to establish an organization here. We also ask you to abide by the general rules of Rockhammer, but I think you understand those and don't need to go into detail."

-I have no idea what these fees should be, what would be too low or to high in these regards? I don't know what sort of economic scheme you have goin on...

Hmmm, fees. That is a good question. It might be a better idea to wait until the temple and academy open for business, then charge them rent. Maybe make it some sort of percentage of what they make in a month.
